Regional Capacity- building Workshop for Balkan Countries + Lebanon and Armenia on the Measurement, Reporting and Verification (MRV) and Transparency Framework

The Global Support Programme (GSP) for NCs and BURs is already supporting, among other initiatives, national efforts in the Western Balkan Countries and Lebanon to support the integration of gender considerations into MRV/Transparency processes and into the development process of National Communications (NCs) and Biennial Update Reports (BURs) to the UNFCCC. 

As an outcome of the last meeting in Belgrade in November 2018, local UNDP colleagues, entrusted with the implementation of the MRV framework in each country, expressed interest and encouraged the GSP to organize a new technical meeting to focus and brainstorm on CBIT implementation and the legal and technical framework which has come out of the Katowice Agreements.

A total of seven topics were selected among the priorities for discussion:

1. PAWP Guidance: new reporting requirements in relation to NDCs and transparency; NDC revision and obligations related to more ambitious targets; BURs and NCs vis-à-vis BTRs
2. Sharing MRV transparency solutions in light of the forthcoming CBIT project implementation
3. Tools/good practices on capturing lessons learned and development of the CBIT training materials for capacity building activities
4. Sharing experiences on the progress of NCs and BURs implementation in terms of the GHG inventories, with a particular focus on improvement of quality and quantity of data.
5. Innovative tools on awareness raising and capacity building on climate change
6. Good practices from EU countries, such as the EU MMR mechanism
7. M&E process for adaptation
