The Regional Capacity-building Workshop on the MRV Framework under the UNFCCC  for Asia  is coorganized and funded by the Government of Singapore and Australia, and the UNDP/UNEP Global Support Programme (GSP) for National Communications and Biennial Update Reports.

The timely and sustained submissions of National Communications (NCs) and Biennial Update Reports (BURs) by developing countries are critical to enhance transparency within the UNFCCC.  If well implemented, they will facilitate the tracking of global greenhouse gases emissions and trends and allow for a better understanding of the diversity of climate actions and strategies among developing countries.  These, in turn, facilitate external assistance to developing countries to plug gaps in their national climate plans.

This workshop seeks to build and sustain the capacity of Parties that are part of the Association of Southeast Asian Nations (ASEAN), whose chairmanship is held by Singapore for 2018.  Besides providing guidance on key reporting requirements, this regional event will focus on strengthening institutional arrangements and domestic monitoring, reporting and verification (MRV) systems while on assisting with the improvement of transparency over time.

Objectives

The objectives of the workshop are:

  1. To build and sustain capacity with a view to enabling Parties to submit or continue submitting their NCs and BURs and to undergo the ICA in a timely manner over the long-term;
  2. To support the design and establishment of domestic MRV systems capable of tracking progress towards achieving Parties’ individual nationally determined contributions and Parties’ adaptation actions;
  3. To support access to climate finance for Transparency; and
  4. To provide a safe environment to let participants brainstorm solutions to problems and issues faced in their national experiences.
